Maybe because modern PC displays are not prone to burn-ins, screen savers are not enabled by default in Windows 10.
It’s true that computer screens no longer need a screen saver software to prevent them from phosphor burn-ins, but there are users who prefer to use screen savers to hide the actual content on the screen when they are away from the computer.
Screen savers are present in Windows 10, but it’s just that they are not easily accessible. Since the Personalization window has been dropped from Windows 10, changing screen savers requires a few more clicks now.

Change screen saver in Windows 10
Complete the given below directions to change the screen saver in Windows 10.
Step 1: Open the Settings app. Navigate to Personalization > Lock screen.
Step 2: Scroll down to see Screen saver settings link. Click on the same to open Screen Settings dialog.
Tip: On recent versions of Windows 10, you can type “change screen saver” in Start/taskbar search field and then press Enter key to quickly open Screen Saver Settings dialog.
Step 3: From the Screen saver drop-down box, select a screen saver that you would like to set, select the ideal time before the screen saver starts, and then click the Apply button.
If you want to see a preview of a screen saver before applying it, select a screen saver and then click the Preview button. Move the mouse cursor to close the preview.
Note that only a few screen savers are customizable. After selecting a screen saver, click on the Settings button to change the default settings of the selected screen saver. Click Apply again after the customization.
